President. Husband. Father. Steak Master. Veteran
A first generation American, Mr. Kozlov was born in Redwood City, CA to White Russian parents immigrating to the United States from China (Mother) and Yugoslavia (Father) at the end of WWII. The eldest of three, Mr. Kozlov attended public school, including a local junior college, until graduating with a bachelor’s degree in engineering from Cal Poly, San Luis Obispo in 1979. Mr Kozlov was commissioned a 2d Lieutenant (ROTC) and sent to Germany to serve in a combat engineer battalion during the Cold War.
Upon completion of five years of active duty, Mr (CPT) Kozlov could have ended his military service but instead transferred to the US Army Reserve on a lark. Originally intending to stay only a short time, having fun with combat engineering, Mr. Kozlov remained in the Army Reserve for the next 27 years, enjoying immensely the work at every level, attaining the rank of Brigadier General.
As with most Soldiers in the Army Reserve, concurrently with their Army Reserve duties, Mr. Kozlov started a family and managed a civilian career. His trilingual daughters are hugely successful: Raissa works at in tech in the Bay Area, is a stage actor and owns a theater company; Milena lives in Guadalajara, Mexico and owns an ethically based clothing manufacturing company producing fashions from sustainable methods and responsible sources (really amazing clothing). Milena also teaches sewing and clothes making in the classroom of her shop.
As a Professional Mechanical Engineer (PE), Mr. Kozlov had a successful career as a construction manager and senior executive. He led teams of engineers and construction professionals in civilian companies in the Silicon Valley, Southern California, Guam and the Middle East. When asked by the new Mayor of Honolulu to be in his Cabinet as the Director of Construction for the City and County of Honolulu, Mr. Kozlov eagerly agreed. During this tenure, Honolulu’s oversight of capital programs and construction projects was strategic, budget conscious and effective for every community on Oahu.
Mr. Kozlov’s civilian career paused several times for deployments with the Army Reserve. In 1996, he deployed to former Yugoslavia after the Dayton Peace Accords, serving as the Director of Public Works, Operation Joint Endeavor/Guard. The next deployments were as Chief of Operations, C-7, HQ, 3d US Army, Operation Iraqi Freedom. Between 2003 and 2005 Mr. (COL) Kozlov was responsible directly to the Commander, 3d Army, for the build-up and consolidation of HQ 3d Army (FWD) and closing Camp Doha, Kuwait.
As an Army Reserve Soldier, Mr. (BG) Kozlov assumed command of the Army Reserve of the Pacific in Ft Shafter, HI, in Jan 2007 and served for 3-1/2 years. This unit is the most diverse and most geographically dispersed unit in the Army Reserve. Upon completion of that assignment, Mr. (BG) Kozlov intended to retire, only to be recalled three months later, assuming duties as the Deputy Commanding General for Army Reserve, United States Army, Pacific. Concurrently with these assignments, Mr. Kozlov was the lead, first for Booz Allen and then Vice President for Parsons on Guam, where he supervised engineering teams conducting master planning, engineering and facilities construction for the relocation of Marines from Japan. Parsons then relocated Mr. Kozlov to Doha, Qatar in 2011, which necessitated his permanent retirement from the Army Reserve. While is Qatar, Mr. Kozlov supervised 130 construction managers managing 30 infrastructure projects worth $3billion for the mega-development Education City.
After living in Seoul, Korea, Mr. Kozlov returned to Hawaii with his lovely wife Liz. After four years they moved to outside of Raleigh NC where Liz works for the Installation Management Command at Ft Bragg, NC and Mr. Kozlov is President of MacDonald Bedford. Both travel together every chance they get. Interested in international geopolitics, American History and food, Mr. Kozlov’s not-so-secret pursuit is to make the perfect grilled steak.
